To answer your lead; I think if you have a pulse and a valid driver license (and a car that nominally functions) Uber will welcome you w/open arms🙄 I’ve had some weird or concerning experiences too but like you, couldn’t bring myself to give a low rating since it wasn’t an issue with the driver being an ass or reckless.

Those old airports: tile, lots of janitors running wax machines, shoe shine chairs, Kool cigarettes, people dressed well, green tinted windows, baseball card stands, dark lounges and martinis, kids pressed against windows looking at 727’s, jet fuel smells, stewardess perfume, duty free shops, tobacco shops, perfume and purse shops, bubblegum under every seat, long lines, giant boards with white letters, rows of solid orange ‘bucket’ seats, ash trays, water fountain displays with lots of pennies in them.
Ok…I was a kid and it was the 70’s but I loved airports!!!
